Novem, after consultation with RWS and TNO, has stated:

"The Dutchdam has great significance for the environment and safety in the Netherlands

Significant stimulus for the development of the Dutchdam has been given by a subsidy from Novem (the Technology in the Market body). The design in question is unique in its nature and layout. The advantages of the product presented here are demonstrably great. The market is also convinced by circumstances which clearly manifest themeselves, for it has been scientifically established that the problems surrounding flooding are going to rise steeply as a consequence of climate change, in particular in northern half of Europe.

On this subject the Royal Dutch Meteorological Institute (KNMI) says:
To get a picture of the probability of an increase in the problems connected with flooding and the consequent increase in the need for hydraulic engineering measures, we refer to the brochure "Weather and Water in the 21st Century" by the Royal Dutch Meteorological Institute (KNMI), a sumary of the third IPCC climate report for the Dutch Water Board.

There are probably going to be more periods of intense precipitation, especially in winter, and an increase in the chance of flooding;
the chances of this happening have been estimated at 66% - 90%.
